ctrl+alt+F1 just switches to virtual terminal 1 (tty01). It does not kill the X server. X server normally runs on tty07, so you can switch back by using ctrl+alt+F7.
ctl-alt-backspace actually kills the X server. But if you are in runlevel 3 (XDM), init will respawn X and you will get a XDM (or KDM or GDM) login window. This actually gives the impression that ctl-alt-backspace restarts the X server.
