Change the user's password as root (passwd <username>) or change the password line in /etc/pam.d/passwd to password required /lib/security/pam_unix.so strict=false to disable the check for all users.

Be awere that such passwords are highly insecure. You should do this only if no unauthorized people have physical access to your machine *and* all kinds of network login (telnet, rlogin, ssh, ftp, ...) are disabled!
