Valid values are: "root", "all", "none", "local", # KDM_SHUTDOWN="all" having it set to 'all' does what you describe in the first instance, it sounds like you have it set to root in your second description, though why it's not accepting your root password I don't know. I do know that it WON'T display a password or even ****** as you type the password, which could lead you to believe it's not accepting it.
