I seriously doubt that all you would need to run win98 is the same version of DOS. For one reason, you can't run 32-bit in Dosemu; that requires ring 0 and Linux doesn't give away that kind of power. I have successfully used MS-DOS 7 (aka win95 DOS), so I'm fairly sure you could run the DOS though.
I'm fairly certain this is doable. Firstly, make a Win98 EBD (Emergency Boot Disk), and see if DOSEmu can use that image.
