I did set permissions via chmod according to docs and I also went ahead and reinstalled apache. The default cgi's still work I just can't add to /usr/local/httpd/cgi-bin and have them work. I am using the default httpd config I've been looking for some docs for configuring httpd. Please excuse the stupid question but how do I add a handler via the AddHandler directive.
