The PHP scripts may have to be put in a directory that has scripting enabled. Normal directories cannot, by default, run scripts. This is certainly true for perl - not so sure about PHP though. Try putting the PHP scripts in /usr/local/httpd/cgi-bin, or enabling scripting on other directories.
