There is absolutely no reason to restart the system after updating your DNS via YaST. And there is rarely any reason to restart the system after any network change, just change run levels if init scripts need to be re-read.
Not even that, if you know what program (as reported by ps -A) needs to be restarted: Killall -HUP insertprogramnamehere will do for most programs.
