There is absolutely no reason to restart the system after updating your DNS via YaST. And there is rarely any reason to restart the system after any network change, just change run levels if init scripts need to be re-read.
Try it again. does it now work? If yes the DNS on your local system has a config problem. If no, then try pinging the ip of the sites you are trying to access. if that work try using you browser access the same site. If all that work... then odds are you need to fix you own DNS.
It would help if Jerry's /etc/resolv.conf (and possibly /etc/nsswitch.conf) was posted here so we can make sure YaST is writing it properly. And if all else fails, try putting the ip address and host name for one of the sites into your /etc/hosts for troubleshooting purposes. Can you ping the IP address of your ISP's DNS server?
Or if ping works but browsing to the ip doesn't work, then make sure your browser is setup to use the proxies yoru ISP may be forcing you to use.
