These are the well-known rpm problems, I guess. Install the tcsh package, it should also contain a csh binary, then install the rpm with --nodeps. Or better yet, get the perl sources from the nearest CPAN and compile them yourself. It's really not harder then fiddling with failed rpm dependancies.
