That's your tipoff. It's a winmodem. You need a different one, preferably an external or ISA device or a USRobotics 2976 PCI modem (this particular model is known to work, I've done it myself). Some Lucent (aka "LT") or PCTel modems work with kernel modules from http://www.linmodems.com/ but I wouldn't bet my next paycheck on it.
