[opensuse-wiki] Landing page for 11.3

Hi! There is no landing page for 11.3, there is only Portal:11.3. Is this intended, or is it okay to create a page for 11.3 at http://en.opensuse.org/11.3 similar to what we have for GNOME and KDE [1]?
