At least SeaMonkey (2.49.1 from openSUSE Tumbleweed) should work.

I don't think we have any specific blacklist for old web browsers or
systems. And probably none of us has tested with that old browsers... In
theory, this should not happen, because we are using HTTP 1.1 and it is a
quite old standard.
If you use http instead of https, here should be no special system or
browser requirements. Most web browser compatibility issues are about
HTML5, CSS and JavaScript features, which doesn't affect page loading but
the visual result and interaction are buggy.
If you use https, here might be some SSL issues on old systems. We use
Let's Encrypt free SSL certification and it is a new CA. If your system
don't trust this CA, you will get a "dangerous connection" warning.
However, this is different from your problem.
It is always a hard work to support old browsers. In short, it is about
time. Here are thousands of web browsers but I mostly test only with
Firefox, Chromium and hope all other web browsers should work.
Modern Firefox and Chromium versions can run on very old systems, even
those released 20 years ago. So it is easier for users to upgrade their
browsers than spend time on development or maintenance.

works fine in falkon, waterfox, lynx, links, elinks and w3m
wouldn't be supprised that it works in windoz 98
