But I don't like that idea.

I am not a translator, but I guess that having one code, two teams, two opinions and no consensus is not a good solution. Not only for programmers.

The situation in SLE is a bit different:

SLE team has its own testers. Not only a software testers, but also a translation testers.

They click through all supported applications in all supported languages. They review all strings, and report wrong things they see.

Once such review is done, no changes are allowed except reported bug fixes.

openSUSE releases have no such teams, so enforcing processes different from Tumbleweed seems to me as an overkill. If anybody founds a bug, it fixes it for Tumbleweed, and it gets fixed for release, if there is enough time to release the fix.
