Yes, although it might not be included in the released version. IIRC
you can even create an update after the release.

I think not. String freeze means that the devs should not change strings, 
so it is the only guaranteed period when translators can work.

Translation finish is "Wed, 30 Oct 2013 14:00:00 GMT".
