Sure, it is. Incomplete phrases are not allowed. If you do not know,
which developer is working on the tool, please use bugzilla to report
bad strings.

For instance, from yast/po/yast2-gtk.it.po:

"Failed to create dependency resolver test case.\n"
"Please check disk space and permissions for"
msgstr ""
...

What is the string that follows "permission for"? the name of a file? of
a directory? something else? Translation sometimes depends also on such
string, especially when target language distinguishes the genre of words.

In this case, you probably should have added a comment and variable to
turn the phrase in a complete sentence:

msgid ""
"Failed to create dependency resolver test case.\n"
"Please check disk space and permissions for %1."
