Viewing the Roadmap I assume for yast it will be the Monday 26.5. = the check-in deadline for RC1. But lcn have to be packed separately by package maintainers before RC1. So I think Beta2 was the last chance. Maybe it will be released a maintenance update with yast translations some time after 11.0 release as it was done for 10.3.
