Unless there were good reasons to include it in the first place.

The upstream one is somewhat translated to a few languages it seems:
http://l10n.gnome.org/module/gnome-packagekit

But it also seems to be a different version than ours, since it has more
strings (519 vs. 477).

Most probably because the stats in l10n.gnome.org are about
gnome-packagekit in svn and what is in openSUSE is a released version.
