[opensuse-support] Decrease number of snapper snapshots

The btrfs wiki says: "qgroups with many snapshots slows down balance" [1].
According to this bug report [2] and also my own experience, btrfs balance can
slow down the system to the point of freezing.
Since snapper leaves 2-10 regular and 4-10 important snapshots and using YaST
as well as zypper also creates a new one each time, you can easily end up with
20+ snapshots, leading to the freezes.

Now my question, is it safe to set NUMBER_LIMIT="2-5" (instead of "2-10") and
NUMBER_LIMIT_IMPORTANT="4-7" (instead of "4-10") in /etc/snapper/configs/root?

As I understand the issue, this should alleviate the freezing issue a little
until it's fixed for good.
