Did you apply the OpenSSH update for 8.1? The ssh client as shipped tried to contact a Kerberos server and did lots of rather pointless DNS queries which caused massive delays if there was no Internet connection. If that doesn't help, I suggest running sshd in debug mode (sshd -Dddd) to see where it stalls.
