In that case, drop the provider.

Any provider not routing these will presumably break(?) ipv6.
My guess is, in view of the timeline to fully implement ipv6 globally,
that this is not acceptable, or at the very least it won't take long
before it is unacceptable.

FWIW, I know of no provider that doesn't route these...

Alternatively, another response could have been:
what if you have a provider that do not route type 17 packets?
