Not voting is still a valid option.

Not voting or having no opinion is something different.
In the first case people are mostly not interested, in the second they are,
but have no preference for any of the choices.

Exactly. A blank vote means that the people take the effort of voting,
so they show interest, but for whatever reason they don't choose one of
the options. The percent of voters change.

If you (officials) do not add it, you are forcing me to not vote.
