Your 2 and 3 are the same group. There is another group, that wants
reasonable recent software when it is installed, but which can be kept
for a reasonable amount of time. Reasonably tested, easy to handle,
supported by helpers in mail lists or forums.

Many home and office users are in that group.

Or people like students (from high school to doctorates), that can not
afford to do updates till their term finishes.
