It seems that UEFI fully supports booting from external media even with secure boot enabled. There's an article in the Intel Technology Journal (Vol 15 Issue 1, 2011) entitled "UEFI Networking and Pre-OS Security" that provides a very good overview of how the boot process (and secure boot in particular) works.
