I believe it is "push" for the directories you subscribe to. If you
try to download from download.opensuse.org you are in fact redirected
to a mirror, you can not download directly from it.

No, not talking about the end user, for the public mirror creation and
what is available on it. In this case the ISP ftp admin sets up what is
rsynced to their server... as in pull.
