In your list, the CSS cleanup in all wikis is marked as "closed" which looks wrong to me. (Maybe it was done for one language wiki?)
For example, http://de.opensuse.org/Vorlage:Box-Kopfzeile still contains a <span style=...> instead of using class=. It's not the only one - there are 46 templates in de.o.o containing style=
I didn't check other language wikis, but my guess is that more of them contain hardcoded CSS style= in the templates.
