Would it be possible to have the repo kernel package built with the above configuration enabled ? I know that I can do it locally and run the custom kernel. But this change made to the repo kernel packages might have a good impact for all opensuse users.
It is enabled (you can see the kernel configuration by looking at /proc/config.gz), it's a bug in powertop due to the change in the kernel configuation symbols over time. You can safely ignore it. One of these days Powertop 2.0 will be out to fix this, and many other, issues like it.
