I see that when desktop entries are placed here they work:
/etc/opt/{kde3,gnome}/share/...
If you 'rpm -qf' any of these files, you'll find that they don't come from any rpms. Those directories are automatically generated by a program called 'susewm', which gets run by SuSEconfig. If you do an 'rpm -ql susewm' your question should be answered.
