You mean from the RPM? NEVER EVER do that! Neither at a fresh installation nor during upgrade. This will break a lot of stuff.
I have explicitly been asked to do that in bsc#1092214. How do I make sure then a mandatory service gets started once I install a package? The problem we have is that the package upgrade replaces two old services with a unified service, so the old services need to be stopped and the new one needs to be started.
