After removing the "nofail" option from /etc/fstab:

/dev/disk/by-id/scsi-SGeneral_UDisk_....General_UDisk_5.00-part1
/boot ext4 defaults,nofail 1 2

the PC boots correctly. Systemd seems to have a problem with the
"nofail" option. See
