In RPMLINT report, it says

Please have a look at the particular file and see if the [ 1638s] SUSE Packaging Guidelines propose a better place on where to install the file [ 1638s] or not install it at all.
Where should I put this file, why this file is blacklisted ? Is there any documentation give a full description on file location and blacklist?
Thank you !
The problem is the .orig in the file, left from a fuzzy patch or similar. If this is the case, rm the .orig before installation. If its intended it probably needs a different workaround.
