Well, in "server:messaging" there should be only the server-side programs (deamons), similar to apache in server:httpd.
"network:messaging" could be both, server and clients (gui+cli).

I don't know the answer so I can't correct you, but it's worth observing the description text for both projects: server:messaging: Packages related to e-mail and instant messaging. network:messaging: General message queue protocols and libraries. This suggests that the former is more concerned with user-oriented messaging in the application layer, whereas the latter is targetted at non-user messaging i.e. middleware.
