Yes Gnome and Cinnamon / Mate base on GTK, but so does LXDE.

AFAIK Cinnamon / Mate try to implement the look and feel of
Gnome2/GTK2+ but base on GTK3.

So far they try NOT to use any Gnome-Libs.

The forking of the Apps and Widgets was not needlessly, but to get
the dependencies on Gnome-Libs out of them.

Which gnome libs? If you're talking about
libgnome/libgnomeui/gnome-vfs/etc., then GNOME has been working on
getting rid of them since at least GNOME 2.20 and those were nearly not
used anymore as of GNOME 2.32 :-)

And the upstream Gnome-Devs would in no way support that kind of
shism internally.
