This is currently the desired behavior of spec-cleaner: it targets the current version of rpm. That's one of the reasons it's not advisable to blindly use it on all packages (which is also why I suggested a trimmed down version earlier). However, there's definitely a use case for targetting a specific version of rpm. If there's demand for that, we can add an option. As for the bug tracker, we don't have any right now. Pavol, I don't think we discussed this topic. Do you have a preference for this?
