No, models like the Epson Perfection 3490/3590 work fine with the opensource sane snapscan driver, they don't need the epkowa driver or the iscan application, just the firmware.
Regardless whether or not some Epson scanners which need proprietary stuff also work with a free driver plus firmware upload, it is usually easier (in particular for unexperienced users or lazy experts ;-) to visit the Avasys web site and use their proprietary software.
