If you submit a package to factory now, it should be very clear why it's necessary to change it. "some things were fixed" is _NOT_ a reason to me!
I don't really want these "only critical bug fixes" policies anymore, but with every submission at the moment, it should be clear to _me_ why we need it. Often enough a bugzilla reference is very helpful to fulfill this goal.

I was wondering if it would be worth creating/opening the 11.3 update test channel at this point. If these are good fixes to less than critical bug, it would be nice to not lose them and have them ready to go when 11.3 is released.
