Perhaps replacing the "useradd" and "groupadd" commands with a macro which understands the same options but handles the complete process in a more "secure" way (also think about server admins using LDAP, winbind or something else as database)...
Admins which put local system accounts in LDAP, winbind or something else are alone in every case, this is nothing we can in any way find out during installation. Non-system accounts should not be created and used by a RPM at all.
