I take it from your questions that you have no experience with RPM, neither with building kernels.

When you are familiar with RPM you should look into the Kernel README (/usr/src/linux/README). That explains how to build the kernel. If you fully understand what you must do you want to read

Dont, i repeat, dont start with the kernel as your first package. Its way to complex. Start with small projects and take small steps.
