The problem was, however, about IPAP*. These are not with dual spacing. As they are usually used for normal fonts, but it lacks globaladvance=false. Maybe if IPAPGothic wasn't installed, it has worked because IPAGochic would be used instead.
I always had them both installed and IPAPGothic had higher
priority in /etc/fonts/suse-post-user.conf.
So this looks like a newly introduced bug in the new fonts.
Looks like the font has the flag for fixed with fonts set:
