That's a patch for xmms to recode ID3 tags from one encoding to another. Eg I still use KOI8-R locale and most of my friends work in windows, where CP1251 is default. So to see ID3 tags from them I need either to change xmms playlist font to *-cp1251 (in this case the characters are wrong displayed in taskbar), or use the xmms recode patch.
