That's not fully correct. For cloud images including OpenStack
we use and ship cloud-init, for everything else ignition.

use Ignition configs, derived from the Fedora CoreOS grammar, defined
by the Fedora CoreOS Config Transpiler, packaged as
ignition-config-transpiler in openSUSE.
