[opensuse-kde3] kdebase is ported to use upower for suspend and hibernate instead of hal

Kdebase now on will use upower for calling suspend and hibernate. This will make possible to use suspend and hibernate even with no hal installed. The change is already in KDE:KDE3 just wait for the repository rebuild. An update to the official package in openSUSE 12.1 is projected.
