Hmm, most of the other "window managers" have a "--replace" option. Try "kwin_x11 --help" in a terminal to get a short help, if there is such a option try to use it in a "kde run command" (Alt-F2) or (Win+R)
That should start kwin_x11 in a way that it replaces the earlier, stopped version.
