It just a convenient option for some people not a requirement. On Plasma5 You could make it work just go to left upper corner (by default)-quite similar on KDE 4 Workspaces to the Cashew on the right upper corner - and create an Activity. To switch Activities there is a Widget called Activities Manager (all created Activities are shown there, started and stopped) you could conveniently add to your desktop Panel. It use to look like 3 horizontal points on Desktop Panel. You could call Virtual Desktops on search and add so many Virtual Desktops as you want. The missing stuff is "Different Widgets for each Desktop" and so different "Wallpapers for each desktop"
