You're describing two different issues, I think. I can't reproduce either so I'm not sure.
I added a fresh minimalistic 64 bit 13.1/KDE4 installation from DVD to the same host. The only *pulse* installed here too is libpulse0 and libpulse-mainloop-glib0. At first, sound for ordinary user did not work. I added users to video, audio and elsewhere in /etc/group, rebooted, and sound for ordinary user in KDE works. YaST2 for ordinary user works too, though selecting sound YaST2 claims the only sound device is not configured. I guess in the other installation somewhere along the zypper dup'ing way from M3 to final with latest updates something got fouled or omitted and either needs to be installed or reinstalled.
