Before 13.1 was added as target for KR411, vlc built there for 12.3, but without publishing (as it also wasn't in distro). I guess we can use the same approach again (and for KDF/13.1). The strict requirement is meanwhile resolved in KR411 and KDF, and sent towards 13.1/Update and O:F.
