The primary problem is that it took a longer time to build final 4.4.0 packages due to last-minute fixes and high OBS load at the time, but there is also a terminology misunderstanding. KDE has already released KDE SC 4.4.0, but only source, and the 1-click install at kde.org was prepared in the anticipation that the OBS will finish the building the binary packages in time. However those 1-click installs point to the KDE:KDE4:Factory:Desktop repository, which contains 4.4.x, and it has been called 4.4.x as soon as the stable 4.3.x release got branched. When means that even 4.4 beta1, AKA 4.3.80, is usually refered to as 4.4.x, while current development KDE version 4.4.63 is already called 4.5.x.
It looks like there is a timing problem, because 2 places show 4.4 as available, when it isn't. However, it's a minor problem.
4.3.98 was very good (great job all!), and I was looking forward to 4.4.
