I think most will use applications more. I'm in favour of the change, which is of course also in 10.3 alphas. Happened to read a review yesterday where the guy wished that the tab-order was configurable. Might be something to consider, given this "controversy" about what's best practice.
A second issue I found is that the hover to open the tab seems to be a bit unreliable. Sometimes I have to click in order to open tabs, sometimes I have to wait some seconds, before it opens.
I noticed this on alpha4 too. I guess it's related to making the tabs less "lively" than on 10.2 which I agree is needed, but on a4 it seems rather unpredictable if a click is needed or hover will suffice.
