Sorry I can't help with why the index isn't built, but the Help Center is:
susehelp
Which is actually a shell script which, by default when run under KDE, passes off the the documentation center home page URL to "kfmclient openURL"
I use SuSE 9.1 (stock: KDE 3.2) and the RPMs for the help center are:
susehelp_en-2004.04.05-2 susehelp-2004.04.05-2
I have those installed.

Having the name of the script allowed me to run it via kdesu, which unfortunately did not lead to any entries in the index builder list. Perhaps the fact that the documentation does not correspond to the new KDE release. If so, it's a bit of a problem. Both because of the inability to search but even more because the documentation is now seriously out-of-date.
