GNOME itself doesn't provide a way to set LC_TIME, but since it's just
an environment variable, it should be ok to set it in ~/.profile or in
~/.bashrc.

Rather in ~/.i18n.


However, I think that gnome should have a gadget to modify locale settings "with the mouse". Either all, or each setting separately, in the control panel.
