Evince is one of the GNOME core applications (we even demo it in our GNOME Quick Start guide), and thus I think, it should appear along with all the other applications.
I know you normally don't want to start it directly, (double-)clicking a PDF file is all what is needed. Or using "Open with" is also fine.
But if you want to clean up the Application menu (I'm all for it!), introduce a second level (cf. MacOSX' "Utilities").

I cannot see a discussion! And the voting was apparently saying we want to have an app launcher for evince.
Well, there was definitely some discussion about it before we took a poll. Since I can't find it on the mailing list, I think it was discussed during an IRC meeting...
So from the information I can gather you decided to not show it because it needs a patch.
It's not because it's a patch, but because it means we diverge from upstream in a way that is, in my maintainer view, not strictly needed. If we want to fix this, it should be done upstream and I encourage people to move that discussion upstream.
